{"id":1124,"date":"2017-02-07T15:19:14","date_gmt":"2017-02-07T15:19:14","guid":{"rendered":"https:\/\/katy4fbassclub.com\/?page_id=1124"},"modified":"2025-12-19T10:10:13","modified_gmt":"2025-12-19T16:10:13","slug":"katy-4f-bylaws-january-2017","status":"publish","type":"page","link":"https:\/\/katy4fbassclub.com\/?page_id=1124","title":{"rendered":"Katy 4F Bylaws"},"content":{"rendered":"\n<h2 class=\"wp-block-heading\">4-F Bass Club Bylaws<\/h2>\n\n\n\n<p><em>As Amended December 2025<\/em><\/p>\n\n\n\n<hr class=\"wp-block-separator\"\/>\n\n\n\n<h3 class=\"wp-block-heading\">Article I \u2013 Purpose and Principles<\/h3>\n\n\n\n<p>The 4-F Bass Club exists to promote fair, sportsmanlike bass fishing through friendly competition, conservation-minded practices, and mutual respect among its members.<\/p>\n\n\n\n<p>While we take fishing seriously (most of the time), all tournaments operate on the honor system, with catch and release being the standard practice. Integrity, safety, and enjoyment of the sport are the foundation of the club.<\/p>\n\n\n\n<hr class=\"wp-block-separator\"\/>\n\n\n\n<h3 class=\"wp-block-heading\">Article II \u2013 Fish Measurement Standards<\/h3>\n\n\n\n<p>All fish shall be measured using total length in accordance with the following standards:<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\">\n  <img decoding=\"async\" src=\"https:\/\/katy4fbassclub.com\/wp-content\/uploads\/2025\/12\/howtomeasure-fincompressed.gif\" alt=\"Diagram showing how to measure total fish length with tail fin compressed\"\/>\n  <figcaption>Measure total length with tail fin compressed.<\/figcaption>\n<\/figure>\n\n\n\n<ol class=\"wp-block-list\">\n  <li>Place the fish on its side with the mouth closed.<\/li>\n  <li>Pinch or squeeze the tail fin to achieve the maximum overall length.<\/li>\n  <li>Measure a straight line from the tip of the snout to the extreme tip of the tail fin.<\/li>\n  <li>Measurements shall follow the Texas Parks and Wildlife Department closed-mouth, pinched-tail method.<\/li>\n  <li>All measurements must be witnessed by the angler\u2019s partner.<\/li>\n  <li>In the event of a measurement dispute, the shorter measurement shall be recorded.<\/li>\n<\/ol>\n\n\n\n<hr class=\"wp-block-separator\"\/>\n\n\n\n<h3 class=\"wp-block-heading\">Article III \u2013 Tournament Format<\/h3>\n\n\n\n<ol class=\"wp-block-list\">\n  <li>All tournaments are catch and release and scored using an Individual Score Sheet.<\/li>\n  <li>A five (5) fish limit per angler or team applies.<\/li>\n  <li>Eligible species include largemouth, smallmouth, and spotted bass only.<\/li>\n  <li>The minimum qualifying length for any fish is ten (10) inches.<\/li>\n  <li>All fish must be released immediately after measurement.<\/li>\n  <li>Fish shall be measured on a flat board measuring stick with at least \u00bc-inch increments. Tape measures and yardsticks are prohibited.<\/li>\n  <li>A trophy class fish is defined as any bass measuring 24 inches or greater. Retention of a trophy fish must comply with all local regulations and must be reported immediately to the Tournament Director.<\/li>\n<\/ol>\n\n\n\n<hr class=\"wp-block-separator\"\/>\n\n\n\n<h3 class=\"wp-block-heading\">Article IV \u2013 Scoring and Tournament Results<\/h3>\n\n\n\n<ol class=\"wp-block-list\">\n  <li>Each angler or team shall complete and submit an Individual Score Sheet at weigh-in.<\/li>\n  <li>Tournament placement is determined by total points:\n    \n    <ul class=\"wp-block-list\">\n      <li>Highest total score: First Place<\/li>\n      <li>Second highest: Second Place<\/li>\n      <li>Third highest: Third Place<\/li>\n    <\/ul>\n    \n  <\/li>\n  <li>An award for Big Bass will be given at each tournament.<\/li>\n  <li>Annual points are awarded as follows:\n    \n    <ul class=\"wp-block-list\">\n      <li>1st place: 100 points<\/li>\n      <li>2nd place: 99 points<\/li>\n      <li>3rd place: 98 points<\/li>\n      <li>4th place: 97 points<\/li>\n      <li>And so on<\/li>\n    <\/ul>\n    \n  <\/li>\n  <li>Anglers attending a tournament who do not catch a fish will receive 10 points less than the lowest score of any angler who caught fish.<\/li>\n  <li>The angler catching the largest bass in a tournament will receive one (1) bonus point.<\/li>\n  <li>Tournament scores will be recorded on the annual results spreadsheet and published on the club website.<\/li>\n<\/ol>\n\n\n\n<hr class=\"wp-block-separator\"\/>\n\n\n\n<h3 class=\"wp-block-heading\">Article V \u2013 Annual Points and Awards<\/h3>\n\n\n\n<ol class=\"wp-block-list\">\n  <li>Annual standings shall be calculated by totaling each angler\u2019s tournament scores.<\/li>\n  <li>Each angler\u2019s lowest tournament score of the year shall be dropped.<\/li>\n  <li>Angler of the Year shall be awarded to the angler with the highest cumulative annual score.<\/li>\n<\/ol>\n\n\n\n<hr class=\"wp-block-separator\"\/>\n\n\n\n<h3 class=\"wp-block-heading\">Article VI \u2013 Tournament Schedule and Meetings<\/h3>\n\n\n\n<ol class=\"wp-block-list\">\n  <li>The annual tournament schedule shall be set prior to the start of the tournament year.<\/li>\n  <li>Tournaments will be held on the second Saturday of each month, unless an alternate date is approved by the membership.<\/li>\n  <li>Club meetings will be held on the first Wednesday of each month, unless otherwise determined by the President.<\/li>\n<\/ol>\n\n\n\n<hr class=\"wp-block-separator\"\/>\n\n\n\n<h3 class=\"wp-block-heading\">Article VII \u2013 Partner Selection and Attendance<\/h3>\n\n\n\n<ol class=\"wp-block-list\">\n  <li>Members wishing to fish must notify the Tournament Director or President via email no later than 12:00 PM (noon) on the day of the meeting.<\/li>\n  <li>Failure to notify by the deadline will result in that tournament score not being counted toward year-end standings.<\/li>\n  <li>Boaters may opt out of the partner draw in up to four (4) draw-format tournaments per year and fish alone. Intent to opt out must be declared prior to the draw at the meeting.<\/li>\n  <li>For draw format tournaments, partners will be selected using a random draw.<\/li>\n  <li>Non-boaters present at the meeting will be drawn before non-boaters that are not present at the meeting, but who have indicated their intent to fish.<\/li>\n  <li>For Pick Your Partner tournaments, the same partner may not be selected more than once per calendar year.<\/li>\n  <li>A boater may fish alone in a Pick Your Partner tournament only when no other members are available.<\/li>\n  <li>No additions or swaps may be made after the meeting; anglers may only withdraw.<\/li>\n  <li>It is the responsibility of both partners to notify the Tournament Director or President as soon as possible if dropping out.<\/li>\n<\/ol>\n\n\n\n<hr class=\"wp-block-separator\"\/>\n\n\n\n<h3 class=\"wp-block-heading\">Article VIII \u2013 Boater and Non-Boater Responsibilities<\/h3>\n\n\n\n<ol class=\"wp-block-list\">\n  <li>Expenses shall be split 50\/50 between boater and non-boater, including fuel for boat and tow vehicle.<\/li>\n  <li>Launch ramp fees shall be paid 100% by the non-boater.<\/li>\n  <li>Normal maintenance costs and damage not caused by the non-boater are the responsibility of the boater.<\/li>\n  <li>The boater is responsible for collecting expenses and may decline payment if desired.<\/li>\n  <li>The boater shall provide a cooler for food and drinks unless otherwise agreed.<\/li>\n  <li>Each angler is responsible for their own food and beverages.<\/li>\n  <li>Non-boaters must supply their own rain gear, Coast Guard\u2013approved life jacket, rods, tackle, and wear soft non-marking shoes.<\/li>\n  <li>Mutual respect is required; boaters shall allow non-boaters reasonable access to fishing water.<\/li>\n<\/ol>\n\n\n\n<hr class=\"wp-block-separator\"\/>\n\n\n\n<h3 class=\"wp-block-heading\">Article IX \u2013 Safety Rules<\/h3>\n\n\n\n<ol class=\"wp-block-list\">\n  <li>All members must complete a Boater Safety Course, either online or in person. New members have 30 days from joining to complete the course. All fees are the responsibility of the member. Proof of completion must be provided to the President and Treasurer.<\/li>\n  <li>Each member must sign a Katy 4-F Release Form annually before the first tournament of the year.<\/li>\n  <li>All members must possess a valid Texas Fishing License.<\/li>\n  <li>Boats must be safe, operational, and equipped with all required safety equipment to meet USCG standards.<\/li>\n  <li>Boat owners must carry liability insurance.<\/li>\n  <li>All anglers must wear a properly fitting Coast Guard\u2013approved life jacket whenever the main motor is running.<\/li>\n  <li>The driver must use a lanyard stop switch at all times the main motor is in operation.<\/li>\n  <li>Pre-launch preparations must be completed prior to entering the ramp area.<\/li>\n  <li>Tournament start time will be announced prior to the event; fishing may not begin before the official start time.<\/li>\n  <li>During tournaments, anglers must maintain at least 50 yards distance from other contestants unless mutually agreed.<\/li>\n<\/ol>\n\n\n\n<hr class=\"wp-block-separator\"\/>\n\n\n\n<h3 class=\"wp-block-heading\">Article X \u2013 Conduct and Fishing Rules<\/h3>\n\n\n\n<ol class=\"wp-block-list\">\n  <li>Only artificial baits may be used.<\/li>\n  <li>Only one rod may be used at a time per angler.<\/li>\n  <li>No trolling is permitted.<\/li>\n  <li>Any angler who appears intoxicated or consumes alcohol during a tournament is automatically disqualified.<\/li>\n  <li>Guests are permitted; however, paid club members shall receive priority.<\/li>\n  <li>Members are expected to conduct themselves in a respectful and sportsmanlike manner at all times.<\/li>\n<\/ol>\n\n\n\n<hr class=\"wp-block-separator\"\/>\n\n\n\n<h3 class=\"wp-block-heading\">Article XI \u2013 Rule Enforcement<\/h3>\n\n\n\n<ol class=\"wp-block-list\">\n  <li>The Officers of the club have the right to remove anyone from the club that is not complying with the bylaws, showing to be a risk to themselves and\/or others, or is representing themselves in a way that brings negativity towards the club.<\/li>\n  <li>Rule violations must be reported at the conclusion of the tournament.<\/li>\n  <li>The Tournament Director\u2019s decision is final for that event.<\/li>\n  <li>Rules interpretation questions may be brought to the officers for future clarification.<\/li>\n<\/ol>\n\n\n\n<hr class=\"wp-block-separator\"\/>\n\n\n\n<h3 class=\"wp-block-heading\">Article XII \u2013 Membership and Dues<\/h3>\n\n\n\n<ol class=\"wp-block-list\">\n  <li>Annual dues shall be $50 for Boaters, payable in January.<\/li>\n  <li>Non-Boater shall pay $20 per draw-format tournament that they participate in, payable in cash before the start of the tournament to the Treasurer or President. Failure to pay before the start of the tournament will result in disqualification. Non-Boaters do not pay dues for Pick Your Partner tournaments they participate in.<\/li>\n  <li>Members must be at least 18 years of age.<\/li>\n<\/ol>\n\n\n\n<hr class=\"wp-block-separator\"\/>\n\n\n\n<h3 class=\"wp-block-heading\">Article XIII \u2013 Officers and Elections<\/h3>\n\n\n\n<ol class=\"wp-block-list\">\n  <li>The club shall have two officers:\n    \n    <ul class=\"wp-block-list\">\n      <li>President<\/li>\n      <li>Secretary\/Treasurer<\/li>\n    <\/ul>\n    \n  <\/li>\n  <li>Officers serve one-year terms.<\/li>\n  <li>Nominations shall be held in November; elections shall be held in December.<\/li>\n  <li>Newly elected officers assume duties at the January meeting.<\/li>\n<\/ol>\n\n\n\n<hr class=\"wp-block-separator\"\/>\n\n\n\n<h3 class=\"wp-block-heading\">Article XIV \u2013 Amendments<\/h3>\n\n\n\n<p>Changes to these bylaws must be submitted in writing to the officers at the November Meeting and approved by a majority vote of members present at the December meeting.<\/p>\n\n","protected":false},"excerpt":{"rendered":"<p>4-F Bass Club Bylaws As Amended December 2025 Article I \u2013 Purpose and Principles The 4-F Bass Club exists to promote fair, sportsmanlike bass fishing through friendly competition, conservation-minded practices, and mutual respect among its members.
